Your 3 Rules are predicated on the politician having plans which he/she believes are good for the people. Trump’s plans for his second term were not to be a US President at all, but to set up a criminal scheme for grist and looting. Some other politicians have plans to screw the system in favour of the rich at the expense of ordinary Americans. Not easy for Trump and those politicians to apply your Rules.
